After the tumultuous Meiji Restoration, Japan ushered in a new era. In the tenth year of the Meiji government, a sense of foreboding permeated Tokyo. Evil industrialist Takeda Kanyu (Teruyuki Kagawa) manipulates female physician Takaho Hui (Yu Aoi) to develop a new type of opium, openly recruit the abjour Takeo, wantonly buy the surrounding land, and methodically realize his Wolf ambitions. In the meantime, Unido Junwei (Koji Yoshikawa), who indiscriminately kills innocent people in the name of the executioner Tokusai, attracts the attention of the former new selection group leader Saito Ichi (Eguchi Yosuke), and also forces the appearance of Himura Kenshin (Ken Sato), who has been incognito for many years.
